This document works fine when followed for author environment. We can see the personalized content in preview mode.
But it doesn’t work when tested on publish instance.
Do we need to do any changes in publish instance, any configuration, please suggest !

I tried to test this in AEM 6.3 using the demo machine from Adobe.
It did work just fine in Author, but when I publish it does not work.
I am targeting an Image with the audiences they defined, works fine in author. In Publish the image is hidden, if I resize the browser I can see it, but only the default one (not personalized ones). Yes I am logged in.

Any configuration to be done in publish?
