Smart tagging means, auto tagging of assets on a folder using deep learning(Adobe Sensei). Once content author upload an assets Smart content service(Adobe sensie service) auto tag the asset based on the objects presents inside it. If you want to automatic tag them with your custom taxonomy then you can use Enhanced smart tagging for same.

Does this mean that we can associate a tag or set of tags with a folder, so that uploaded assets are “autotagged” as they are added to a folder?
Also, is there tag “inheritance” e.g. if I have a tag hierarchy and I tag an asset with a tag at the lowest level of the “tree”, will it automatically get all the other tags up the tree? And will the asset then be searchable by each tag?

You can open the pages in classic UI mode but that won’t give you the full functionality of classic version which was there in previous AEM versions. You will have to use some hack to get those functionalities. This is what I have found till now and I am still exploring the 6.4 version. Will share any major changes or functionality here if I find any.
